Canadian passenger rights are governed by the Air Passenger Protection Regulations (APPR), enforced by the Canadian Transportation Agency (CTA).

Turkish air passenger rights apply:
  • If your flight departs from Turkey, regardless of airline nationality.

  • If you experience flight delay, cancellation, denied boarding, or involuntary rebooking on a flight departing from Turkey.

  • If the disruption is within the airline’s responsibility.

  • If you have not already received compensation or benefits for the same disruption under another applicable legal framework.

Turkey means the territory of the Republic of Türkiye, including all Turkish airports.

Turkish passenger rights are governed by the SHY-PASSENGER Regulation, issued by the Turkish Directorate General of Civil Aviation (SHGM).

Compensation under SHY-PASSENGER is:

  • fixed and distance-based,

  • payable in Turkish lira,

  • applicable to delays, cancellations, and denied boarding,

  • subject to extraordinary circumstances exclusions.

Important note:
For Turkish Airlines or other carriers operating flights that do NOT depart from Turkey, the SHY-PASSENGER Regulation does not apply.
In such cases, passenger rights may arise under the Montreal Convention (Article 19 – delay-related damages) instead of fixed statutory compensation.

Israeli air passenger rights apply:
  • If your flight departs from Israel, regardless of airline nationality.

  • If your flight arrives in Israel and is operated by an Israeli airline.

  • If you experience flight delay, cancellation, denied boarding, or involuntary rebooking.

  • If the disruption is within the airline’s responsibility and not caused by extraordinary circumstances.

  • If you have not already received compensation or benefits under another applicable law for the same disruption.

Israel’s passenger rights are governed by the Aviation Services Law (Compensation and Assistance for Flight Cancellation or Change of Conditions).

Compensation under Israeli law is:

  • fixed and statutory,

  • paid in Israeli shekels (ILS),

  • indexed to the Consumer Price Index,

  • independent of ticket price.
